Phase ii: construction started in July 1984 and water in October 1987. The design flow is 18 cubic meters per second, and the flow rate is 21 cubic meters per second, and the annual water volume is 266 million cubic meters. The station has 30 stations, with a capacity of 19.27 million kilowatts and a total head of 713 meters. The state invested 488 million yuan. Design irrigation area of 52.05 million mu.

The second phase extends to the water diversion project: construction began in 1995, completed in 2000, and began to adjust water to the people in March 2001. It is an emergency project which USES the water gap and idle flow of the second phase project to adjust water to the people and relieve the exhaustion of the water resources and the deterioration of the ecological environment. The engineering design flow is 6 cubic meters per second, and the annual water volume is 61 million cubic meters. The estimated cost of the project was 309 million yuan. Restoration of irrigation area of 152,000 mu.
